A Terran from Chiba, Japan, his full name is Gammei Tsukinowa.
Though he seems unmotivated and apathetic, he is as serious a police officer as one comes.
Even so, he has a tough row to hoe; cases nobody wants get thrown his way,
and he constantly feels pressure from above and below as a mid-level manager—
